Found a fix for the bug at the paradox forum. Worked for me.

[PC] Execution issues.
Workaround: The Execution chair is set as off as default, and by turning it on again, you should no longer receive the fail message during the execution attempt.

Think its just overall broken atm. 4k units of power is not enough. The old 2 bars is 100 units of power. Guess ill have to wait for the next dlc in hopes of a patch then.

Does it require more juice since the game update? I thought I read something in some bug reports about it as well...

For some reason, when initiating execution, i get a error when starting the "Test facility" that says "ERROR: POWER FAILURE There is insufficient electrical power to the chair. The generator connected to the chair have just over 2 bare of spare power so it should be ok?
