Not yet. I will update it to support 1.54 once the beta goes more stable. At this moment 1.54 beta still has several major bugs.
Version 1.53.x working with OP 1.54?
Unfortunately only through modding, and mods has no way to offer some kind of config file to simplify the changes. Also, each NPC vehicle has it's own maximum speed. Most NPC vehicles have top speed at about 100 MPH (160 Km/h). Only certain vehicles such as Chevy Impala and Police Crown has a top speed of 186 MPH (300 Km/h).
It's been described in the "Known Limitations" section Pt.1 in the description, also under "Speed Limit Differences" section. That's because almost speed limits indicated by the road signs in ATS are hard-coded in the map data. To get true speed limit for your truck, set "Route Advisor Speed Limit" option to "Show Truck Limit" in the Gameplay settings, and follow Speed Limit indicated by the Route Advisor and GPS dashboard. And yes, NPC vehicles will follow the new speed limits.

No one reported any bug in this mod but you. The proper test for a suspected mod is by creating a new profile and put only that suspected mod. There was a thread posted recently that has similar issue (and without this mod). The problem is about the mod load order, probably map mod. Disable/deactivate this mod and check if the problem gone. If still remains, most probably conflict with your other outdated mod.
Can't test it myself until weekend. What kind of bug? Location?
Can't reproduce to what you said. Been tested starting from McCook along route 136 to the right-end at the scenic view area and return to McCook. Put this mod on your top most priority and try again. Possible cause is your other outdated mod.

As a mod author, I recommend this mod because it's better than others.

Basically the same. He get the base concept of this mod to develop his own "limit".
This mod has nothing to do with truck speed limiter. Also, 65 MPH limit during WoT jobs is hardcoded in the game. WoT server will also tracking your position and resync after few minutes if detect your travel length exceed 65 MPH average speed. So no, no mod can alter it whatsoever.
It is advisable to create standalone Road Speed Limit mod only for Reforma map. You should keep in touch with the Reforma map author on how to modify it without conflicts with the game base map, map DLCs, and other mods.
