Did you check to see if it was enabled in the Mods menu? Is the Rift Roulette completely empty?
It's a pretty basic mod, so I can't think of much that would cause it to not work.

You could try using the Inventory Sort mod to make sure you didn't just lose track of it among the other flairs.

Is it not showing up in your inventory? It should be available in the roulette.
