Corrected logic that had left turns (negative numbers) not being limited like right turns (positive numbers)

Update:
Sample numbers represented a recent design mass ~10,000 with Azimuth. Low limits to reduce/avoid roll overs and high speed for moderate turning. Your particular vessel will need its own parameters.

Update: Added a property to limit the amount of rudder under the low condition.

Example: For Azimuth installs you might have it get caught on the sides so don't want it to ever go past a certain angle no matter the speed.
