I really like the idea of the "Ceremonial Burial" buff and the idea for the national wonder aswell. Thats something ill consider forsure.
Im currently working on other building to start with aswell wich will also compete with the monument. The purpose of these will be to make the first building choice for your empire more dynamic, in addition to giving you more options should you want to mass any type of resource.
@shamir.hassan: I dont believe so. Should just require GoK, for the faith mechanic.
I'd suggest making it available after researching an early technology (Mining/Bronze Working?) and having it reduce unhappiness instead. (With a bonus to Faith for the "Ceremonial Burial" belief.)
Also later in the game you could have a national wonder called the "Necropolis" representing sites such as the Giza necropolis, Glasgow Necropolis, Brookwood Cemetary (Final terminus of the London Necropolis Railway) and Colma, where most of San Fransico's dead are buried.
