This mod is just placebo. All it does is change PLOT_BASE_COST which is unused by the game.

Does this stack with the Larger Cities mod (which lets cities expand up to 10 tiles and reduces cost by 60%).

Well, the AI will recognize whatever territory it has, and will pay attention to when and what tiles they'll be getting. So in that sense, yeah it affects the AI. No brainer.
Otherwise no it doesn't mess with AI.

@Vyuk, that's a very old version of Civilization 5, like launch day old. Boy I wish the devs kept the graphics like that. Looked and ran better.

Thank you for this mod. I like it.

However, I wouls suggest that you modify to G/C cost to .20 or .25 at a maximum. The 1/3 pretty much negates Catherine's UB (Krepost), though I'm assuming they stack.

Regardless, a nice mod :-)

Tested your mod with BNW up to date with latest patch and all DLC installed. I used only your mod to isolate potential conflicts when testing. Culture cost of border expansion is unchanged with the mod enabled however gold cost of aquiring new hexes is reduced by what seems like 1/3. This stacks with the American UA (15 gold for first hex buy).

Thank you for creating this mod! I've been waiting ages for something that simply increases everyones small and shitty borders. But im wondering if you could make a new mod that increases bordergrowth even more as this sometimes isn't enough for some civs. Anyway, great mod! :D

Yeah, and with Religious Settlements Belief. Well, this Russia could simulate the colonisation of Siberia - ridiculously big territory with very sparse population. I have to try that on Earth map :D

No it is not a stop growth, it makes the city avoid growth. Meaning it will set it up to try and avoid but it will not necessarily stop completely.
