I had the same problem. For playing this mod, 2 other mods are necessary : #valour & Unforgotten (https://steamhost.cn/steamcommunity_com/workshop/filedetails/?id=2054190822) . But their activation isn't enough.
By studying the file "mod.info" of "Forgotten campaigns", I discovered a line indicating another required mod, named "1940valourrework".
In my mods directory for MOWAS2, these 2 mods are present :
- 1940valourrework (6801 files - 1.69 GB)
- unforgotten, the most recent (8360 files - 2.29 GB)
I replaced, in the file "mod.info" of "Forgotten campaigns" the line
{Require "1940valourrework:0"}
by
{Require "unforgotten:0"}
Problem solved !
