In the real world, a 200 bed hospital has 1000 staff members.
500 bed hospitals would be 8 floors and huge towers.
A 40 bed unit has 80 staff members (nurses, nurse assistants, administration)
Don't forget departments like radiology, lab, Cardiac Echo/EKG, walk-in clinics, kitchen, technical services department, cleaning departments, linnen service departments, management, etcetera.
I'm working in a hospital, so I'm making smaller and more staffed hospitals. ;-)

100 patients for 200 staff at a general hospital? That is way too low. Should be more like 500 patient capacity.
