Report a translation problem
I just checked the NPC Camp at "Ruins of Al'Merayah" and all the NPCs are now spawning in as intended, and the Barkeeper is once again available.

Ironically though, you were running on the vanilla table, @Top. I have compared it with the fresh one I extracted from the DEV kit just now (to be sure), and they are 100% identical. I hope this is not actually some sort of bug that brakes the game if the table is edited.
And thank you for your reports, @Top. I wouldn't have caught this if it wasn't for you. I just hope that things will work this time. ;] Update will be live in a few minutes.
I tried different Mod Orders as well, but no luck there either.
As far as NPCs failing to Spawn in, the one Area I do recall is the new NPC Camp that now spawns in at "Ruins of Al'Merayah"
Some of the Archers on the Wall spawn in, and maybe 2 or 3 NPCs inside the Castle walls, but none of the outside NPCs or roving NPCs in the inner walls.
Since your last update, I haven't been over to Ruins of Al'Merayah on Exiled lands to see if the NPCs were spawning in. When I seen you had Updated the Mod, I Unsubed/Resubed and activated it. I did a quick check to see if the Barkeepers were available and seen they weren't. Soon as I seen they weren't available, I deactivated and checked again, and seen that they were available.
Check your mod folder to see if steam actually updated/downloaded the mod. I had to unsubscribe and subscribe again for it to actually download the new release for me, but I thought that's just some problem on my end.

When calling the hecatomb, the camp appears but there is no attack

I will try your suggestions.
I can't imagine checking the table after every update. Or maybe you just do a diff on the table to see new lines added, but still, quite painfull.
And yes, it did take some thought and labor to craft the table. Updating it for major game updates takes quite a bit of time as well. :)
I am asking you because there is a comment from MeidosFriend on the conan mod discord server saying you did it right and you dont break localization with the data table import.
