I do not think they are speaking English, rather the beautiful language of GHGHGHGHRHRGHGHGHHG, a long name for it but it's how they say it. It is a difficult language considering the Combine probably don't offer lessons on GHGHGHGHRHRGHGHGHHG. And you probably need to have one of Elon Musk's Computer Brain Chips to even have a spec of possible theory's on what the soldiers are saying.

@headstealer, combine back then ran on a different version of their speech system. It wouldn't work.

I already managed to recreate the metropolice vocal effect, would it be too much trouble to ask for your blurred sample? if not i can still try to do it myself because i have the Leak lying around

@☢ Gunslinger ☢, essentially, i loaded some voice lines of the old soldiers into audacity, cut their lines together in way that keeps the volume consistent, loaded up fl studio, then i believe i used a sampler, not entirely sure what it was that i used but i used it to blur the sample and equalize it, and then used the sample for vocodex, and vocoded it. Not 100% on the settings i used.

Then i went through and manually vocoded every line of dialogue from the combine. Including radio transmissions in nova pospekt. apparently this video can help you achieve the beta metropolice vocal effect.
