Yeah it has to be a mod that's causing this problem. I have both those mods and i still can't place it.

When I test this asset building place normal without any mods.
But sometimes I saw that message.
Use Fine Road Anarchy mod https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1844440354
Also I highly reccomend Move It mod https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1619685021
Both very useful for different cases.
