Report a translation problem
So my recommendation now is, to use the 2.0.4 (beta) patch and no longer this mod.
Expect this mod to be deleted at some point in the future.
You could try to simply load the two mods, then I would suggest to load this patch first, so it gets overwritten by the other mod. This might remove some fixes, but it will prevent stuff from breaking.
Lastly: Yes, you can activate it on an active game. I cannot guarantee that your issues will be solved then, but it won't introduce new issues.
Regarding Savegames:
* preferably non iron man - the restrictions aren't helpful when I try to add mods
* I don't have the preorder DLC, so best if that is not activated

You might want to report the bug in Paradoxes bug forum https://forum.paradoxplaza.com/forum/forums/imperator-rome-bug-reports.1047/
It is easier to keep track of things there.
Just looking at it a little bit more, and poking around in the save file, I think the mission tree just wants you to have completed 2 other mission trees, one of which being the original Iberian Mission tree AND to have chosen Hispanic Overlords during that tree (which I did).
That second trigger I pointed out seems to trigger in the Iberian Investments tree, if you back out of the tree (which makes sense, I guess).
The wiki has this note regarding getting Iberian Investments to show up:
Due to a bug, this condition is not checked properly and will never be true, which means that it is impossible to get this mission tree.
If you have a useful savegame it might help to upload it.
A good place to upload a savegame is the paradox bug forum. Try a search of that forum (for example with google) to check if a report for the issue already exist and just add a comment with your savegame.
I check there regularly.
into the 01_carthaginian_missions_03_iberia text file and it shows up, but the NOT trigger is a bit more mysterious

does not appear in the mission file in that way, I did find:
carthaginian_iberia_expansion_mission_task_9 = { # The Heirs of Tartessia
which completes with a monthly on action:
carthaginian_iberia_expansion_mission_task_9
This is written differently, so perhaps it is why it does not trigger? In any case I did NOT restore Tartessia, which seems to be what the event wants in order to spawn hannibal and family, so perhaps the exact wording of the event is improperly written?
I will try to recreate the issue and come back with a more definitive answer. Might take a couple of days though.
For practical reasons I would see such an adjustment as a balancing mod (or official update).
As there are a wide range of possiblities and oppinions for how to approach improving the game, I believe that a seperate mod to cover just indusputed improvements - that is bugfixes is valueable to all stakeholders.
This is what I try to cover with this mod.

i got an instant ctd. not sure if its to do with the .git and .cwtools folders being in the mod folder or what?
anyway, i checked for compatability with my "Powerbase + AI" Mod that i finished a first version of today.
Most of the fixes are _not_ adressed in the official 2.0.2 update.
But do not use its current version together with 2.0.2, it would prevent some of the improvements.
I'll make a new version to work with 2.0.2. Shouldn't take long.
