I imagine you are talking about the spawn menu.

How to Enable the Spawn Menu:
1- Open the game and go to Options → Game
2- Enable "Allow Spawn and Creative"

How to Access the Spawn Menu In-Game:
1- Open any map
2- Press "Esc"
3- At the bottom of the pause menu, click "Spawn"
