As for other mods, I'm pretty sure HET is whats making it hard. It doesn't just add new powerful turrets that the pirates can spawn with, but the pirates also get a new ship model that looks like a barrel, which can take early Avorion area levels of of punishment before going down.
It's a double edged sword in a way. Since the Unforgiving Blade is repeatable even when it fails, you can use it to farm good pre-barrier equipment you can use to beat HET's other ridiculous enemies so you can get through the barrier.
As for the Family campaign, maybe you could make something that revolves around Mr Jackson?
Like... starting it off where you and Moretti try to find out where Mr Jackson is hiding out. Do a series of in between missions to find his location like in the vanilla campaign, with a few key differences like incorporating hacking tools to get information, sneaking past guards to a station with Chameleon upgrades, extorting and threatening stations to give you info, and the like. Standard Italian Mafia stuff.
Maybe even add in moles in the Family that turn on you and Moretti when you're about to catch him.
