It does hit pretty hard; though always pay attention to if the purple galaxy effect appeared or not, as that's what indicates a guaranteed kill. If it didn't appear then you should be able to DI to survive the hit.
Aside from that, depends on the character you play as, the stage, and so on too of course!
By default, his moves should be basically the smash moveset, though id you press/hold Special he will use the older, somewhat more original moveset which is closer to the original mod. You can also do Special+Up for a mixed variant which is inbetween the two!
So my best guess is that maybe you are holding the Special button, somehow?

And I totally recommend checking out the rest of the roster as well as they're all quality characters!
No pratfall isn't broken in our opinion, so our characters typically don't have it. Particularly for Smash Toon Link though, he is in heavy endlag if spin attack whiffs, making it especially balanced in this case, haha. Pratfall can often be replaced with endlag and not impact balance much.

Smash Toon Link is overall a bit more polished than the original (though the original still holds up), but it's mainly like Smash.
In detail though: STL isn't 1:1 to Smash, as he has bomb arrows, boomerang can carry bombs, he can place bombs on the ground and bombs work differently from Smash in general, etc. So he's mostly like the Smash version, but still a bit different and with some twists (just like with my Villager).
It's also worth noting that STL has some additional movesets you can select too though! Which includes a WW one that is closer to the original, and a mixed one that has a bit of both.
So STL can choose between some movesets at the start of the match and overall he's pretty different from the original TL. I recommend just having both if you like Toon Link, haha.
All that said, if you go with the base moveset, STL is indeed like Smash with some twists!
But yeah, thank you, I'm glad you like it, lol. I've thought of even making a 3rd Toon Link honestly. Not because of improvement or having a Smash version though, since I already did all that, but because I feel I can do even more with him. Time will tell though!

AFAIK, it is intentional. A specific list of characters triggers Toon Link's Triforce Mode by default in order to keep things fair.
