I don't know if I can do the city set that will look exactly the same as in ME. Reptilian city is probably the most similar to it so I can do it by modifying the textures or/and mixing it with Fallen Empire city style to make it more distinctive.

Now, in empire designer you should see "Prothean ships", which is just copy of Avian ships set as separate ship set.
It is not possible (or maybe I just don't know how to do it) to create a new species class without shipset assigned to that class.
