@Bullwinkle If you save your Great Scientist for up to 8 turns you'll get the max amount of science they can grant for techs. So that's how.

Not sure what world you're living in, but in my games on Emperor difficulty, spending a GS sometimes gives me 1 tech. Usually slightly less. How do you get 3 quick techs?
