i see now that someone else has made a resource pack that has both eyes instead of no eyes, so you can go check that one out as well

@kittens unfortunately terraria player/NPC sprites only have 1 side to them and it flips depending on the direction you/the NPC is facing so it's either both eyes or neither and both would look cursed so the eyepatch is displayed which means neither
