Of course, creating an invisible tree might be easy as simply firing up the asset editor and not using any actual model for the tree. Just a blank "tree" I can take a look later.
My concern ofc is I don't think it actually works like that, and rather the trees and parks and other decorations "cancel out" the negative effect of the noise; they don't actually lower noise. Then your better choice might just to use something like Block Services -> Entertainment (50) and YMMV.
