Its a mod framework so sub-mods can be made by other mod creators to work with Hertz Province Patrols. For example, if one wanted to create a sub-mod so all province patrols for Skarsnik were exclusively goblins.

Fixed normal armies not being able to merge.
updated the function: hertz_is_patrol_merging.
