hello, how do I add TSL's to these city-states?

Any plan to use every other trait of the base civ and leader to create new city-states?e.g. the trait of gaining of the last great prophet from Arabia.

Chinese (Qin Dynasty) Capital is Xi'an in CIV 6, not Beijing.

Is Saint Petersburg religious? Peter 1, on the contrary, greatly limited the influence of the church. And he built his new capital to get away from the old elites, including the church. St. Petersburg is ideally suited for industrial type. Ra-Cadet and Aachen can become religious (it is suitable historically and does not conflict with abilities), and Paris can become another industrial one, then everyone will be equally divided.

There's no way to block the full civ from spawning alongside the city-state version, unfortunately. You can kind of do this manually using the Leader Pools and City State Picker.

hey cool mod, do these city states only spawn when the leader isn't in the map you are playing or do they spawn regardless?
