Under the "*Controls*" Section it says that you need to unlock the hinges ([3]) and drain the fuel tanks ([6]) to get it to belly flop and be stable during aerodynamic flights.

@Khanos yes, but I decided not to do it since it would be excessively hard to make the crew compartments look good with stock KSP, if you want a crewed Starship you could download these mods:
