Cultural wise it depends,
Some monuments are enabled via accepting cultures, but some are instead based on being of that culture due to how it would make no sense for some monuments if you weren't of that particular culture
- emf_religion_is_buddhist with province_is_buddhist_or_accepts_buddhism
- province_is_buddhist_or_dharmic with province_is_buddhist_or_accepts_buddhism_or_is_dharmic
- has_owner_accepted_culture with province_is_or_accepts_culture
- has_owner_culture with province_is_or_accepts_culture
and for other religions :
- religion = xxx with province_is_or_accepts_religion { religion = xxx }
- religion_group = yyy with province_is_or_accepts_religion_group { religion_group = yyy }
And then you can delete all "has_owner_religion = yes"
Most (all ?) vanilla monument use it to get "The Religion of xxx is yyy and is either the state or the Syncretic Religion of the owner" as a condition in game

Great Projects are all loaded when you create a save.
After that you'd have to manually edit the save to add each monument [even only the ones you care about it]

some of the monuments [like your mentioned] were the first made when pdx went ham with Alhambra having like 10% Admin Eff and what not, so with internal testing and players feedback we found that they would have never been upgraded if the values were lower and seeing as "not worth it"
We have seen how pdx itself has not found a balance with their monuments whereas in the past updates they have released mixed monuments...
In general, unless they are region-wide monuments, we have seen players don't consider most of the local ones as "worth it" if not for specific monuments [like The Bock, the Rock of Gibraltar etc.]
We will think about it (:
Most monuments in the base game have about 4 modifiers and don't give you the best possible modifiers. If it's going to have a godly modifier like admin efficiency or gov cap then that needs to be the only great mod and 2-3 okay mods.
If you have a list we will happily remove them [when possible]
Well, no mod in the Expanded Mod Family [see above for membership] edits that file so another mod :/
We do not edit any vanilla monument, so it must be another mod...
Be aware of one thing though [in general]
Monument mods cannot be added after the game has been started
Well, more like that if you add it no monument will get spawned since they are added at game start [obviously you can manually add them by save editing the file]
