2: After flooding hits, all cities (even if you have flood barriers) begin to lose tonnes of amenities. My capital had around -80 amenities! despite being protected by a flood barrier. This caused all cities to stop producing anything, my economy tanked and i could no longer do anything, again, this is even with flood barriers in all cities, including inland ones.
3: Immediately after flooding starts, AI cities start to rebel and you end up with a chain reaction that essentially means that they are flipping constantly. Again, I wouldn't mind that if it were happening within the game system, but because of the broken for some reason amenities issue, it is unstoppable.
