For those that want to use this, using the command /MES.Debug.ChangeBool.Mod-Enable.True allows the NPCs to spawn.
When we discoverred TXVE, it started us at -1000 Rep. We're now at -1350 and nothing still. What's the threat score range?
We ended up removing the mod, unfortunately, because it was getting completely ridiculous, as we spun up a Safe Zone around our base and yet the Xenvakians kept on getting agitated for no reason whatsoever and then slamming into the field.
I've tested all the large grid ships that spawn at the Passive level of reputation in a new world and none of them had their damage trigger fire on spawn. The small grid drones/fighters are always aggressive but only spawn from Passive level large grids that have taken damage.
It seems to suggest they are taking damage from something, most likely other NPC's that have shorter antenna ranges.
The drone/fighter target profile treats players and NPC's equally, it only cares about what is closest to it.
Added 2 Admin-Only spawns that can reactivate the mod, chat commands are
