As to promotions: that's a different mechanic than anything that's touched by this mod. For compatibility's sake, I want to keep this just to modifying export_decr_units. I'm not really sure what governs the promotion rate of captains to generals.

I've got a few questions though.
Is Alexander's Macedon included in the mod? I know that you have said that you will implement eastern cultures eventually... Does this include Persia and India?
If so, would the indian officers work with a mod that adds India to the campaign map?
