Yes, it is.
The Kenshi modding tool, Forgotten Construction Set (FCS), does not allow us to add production time to dog scarves and other backpack items. We must edit the FCS itself to prevent backpacks from being instantly crafted.
I am not 100% certain if the modded FCS does not affect my other mods, and I have no trouble with the instant production of dog scarves. So, this mod would remain as it is.

Does "Mine is not working" mean that your dog cannot equip a dog scarf or collar?
If so, I would first check if the dog is a race added by other mods. Only vanilla Bone dog and Boneyard Wolf race can equip scarves from my mod. Without proper patch mods, dog races added by other mods cannot equip the scarves, even if the races have the same look as the vanilla dogs.
Currently, "More Dogs" and "Universal Wasteland Expansion" have patches for my "Dog Scarf" mod in the Workshop. Those patch mods were made by users of said mods.

You can make and upload patches for Dog Scarf freely :)
"Without affecting Inventory" is the tricky part.
As long as you put a scarf in a dog's backpack slot, the dog's default inventory is overwritten by the scarf's.
The only other idea I have in mind is making brand new dog races that have scarf as their body part.
But this approach is beyond my 3D modeling/rigging/animation skills, so I can't test it myself.
I hope this information helps you.
I think I have seen a fake shackle mod in the workshop before... but I could be wrong.
And I am focusing on working my building mods and I have no plan to make any new equipment mod at the moment.

I have confirmed the problem, and, it seems we found the same solution...
I changed both collars' inventory size to 3×3. After that change, my wolf could eat a meat wrap from Animal Feeder and Food Store.
I have just updated the mod.

I have no plans to make compatibility mods for now.

As for the use of assets, yes, you can use the assets of this mod for your Radiant Dog Mod : White Fang. But I can't help you to solve compatibility issues (if any) after you merged my mod into yours. Because I made standalone mods only so far :P

I have been planning to make some kind of crab equipment.
A scarf like leg band or a metal tag on the shell seemed good, but now I hit the wall :(
So there is not much risk of conflicts.
i will be useing the scarf aswell but i only have one bonedog at present, have you ever though about adding things like spiked collars or even the slave collar part of the vanilla slave chains to the dogs? that would look pretty awesome, i've seen other mod that adds a full armour peice to a bone dog using the backpack slot but it looks to out of place in a kenshi game to me, but things like a leather and dark leather collar with rusted spikes or a repossessed slave collar would look pretty badass
Added "General Storage Chest : Dog". It is unlocked by researching "Item Storage". The inventory size and stackable bonus multi are exactly the same as General Storage Chest.
