there is a in game tool to control the flood. scroll up to make the flood go up, and scroll down to make the flood go down.

if any of you are still unable to move with this mod enabled...
Your flood settings are probably set too high. When you get too low on a map, you get respawned back at the beginning of a map. That limit follows the water level, so if it's too high, you get stuck in a loop. Go into the mod's settings on the main menu, and set it lower.
If it's at 0 or lower, then i don't know.
