If you want a cargo dock with rail the Cargo Hub exists as a vanilla asset. I could try and make a version of the cargo hub using this building model and have the ability to have multiple train lines coming into a export dock.

As for number of tracks, there is no limit to how many you can place. The elevated station is a add on asset which is narrow at only 3 tiles wide. You can choose to use either the single or double entry version. The only limit is the available space in your dock area.
also, can i get one with four tracks (two lines for each direction)?
It has a similar functionality to my elevated rail terminals. Only the single access for trucks though. Access from both ends only really works when the rail is elevated as the trucks don't have to cross the tracks.
@BrowncoatTrekky, I haven't been able to get underground freight working well, it's possible but looks messy and can be very fiddly to place. You end up with gaps in the scenery that need filling plus I like being able to see the trains in action.
