15 Envoys?
That is 8 with Super-Amani at minimum. Why would I ever invest so many envoys in a city state I don't intend to keep alive for its bonus? If this mod would keep the city state (even when annexed) within the city-state menu (so that it keeps giving its bonus without accepting any envoys) then and only then would this make this mod viable.

Good bonus: many envoys, won't be annexed
Bad bonus: would be annexed - but would never receive envoys.

In the game I am currently playing,,there are two city states where I have 16 envoys each. The Take Over button remains grayed out. This has happened in previous games, as well. I have never gotten this mod to work.

So is there any way that this mod can also let you keep the benefits of being a suzeran of the City State after you anix it?

Addendum: It also seems to have stopped me from being able to trade with any city outside my own empire.

I just got this and at 15 envoys the annex option didn't show up. Also it made my Santa mod yeet Santa out of the game lol

Cool mod but the small flaw is, that when the city is annexed, all its existing religious pressure is lost.

I must be having a conflist, I am playing as The Eastern Roman Empire and the takeover button is grayed out even when I have the 15 envoys

Seems like a good idea, perhaps it could be an action(like an election) with a certain chance of failure. The chance could be reduced with your spies doing certain operations and increased by enemy spies doing counter operations. Could add an interesting mechanic.

awesome idea for a mod. Thought little odd these city states are beyond loyal to me but not any option to peacefully get them to join. Conquered one, but put me into a dark age just to get recruitment going xD Fun but ya, will be nice to have another option from now on.

It might be conflicting mods (though, I dont think so. I dont use any mods that edit the way city states work), but I believe annexation doesn't work for Canada. Ive tried using the take over button on a city state as Canada and the button is simply grayed out, like how the declare war button is also grayed out for Canada due to his passive. Regardless, this mod is a great addition to the game. Adds a nice spice. Ty for posting

I am having a bug where the city-states generated by the barbarian clan game mode can't be harmed and don't even have a panel to do stuff anyone else having it?

Your description about inspiration is pretty funny...
Since you subscribed RAFOU you should recognize I'm the author now. And I can't believe you thought Lord Tully was an author instead of a playable leader. There's of course no such thing called "Tully's annex city-state" mod because it is an ability of Lord Tully in the package.
Anyway, still glad to provide you some inspirations and lua references.
But I would like to correct you on something as well. As I myself recently figured out, you can use "include" and "cache base function" method to add new functions to existing UI, including adding buttons without totally override the original file, thus be possible to be compatible with other UI mods. If you are interested in this you can PM me.

Go to the panel where you declare war to City-States and you should see a big button reads Annex. If you didn't, there must be a conflict.

When I say API, I mean a lua function open for modding usage, not a phenomenon that can happen in game, because the latter might be hard-coded and is not open for modding usage.

City trading and city-state levying and their effects are hard-coded in the game.

Levying a city-state does not make you own their units, but instead gain control of them briefingly. You cannot form corps / armies with them and you cannot delete them. After several turns the city-state will regain control of them.

You can trade away cities though, is that not basically the API for transfering cities to another player?

I marked this mod not affecting save game, but I'm not sure how does the game handle additional gamplay scripts mid-game. If you don't see the annex button in an old save, I don't know how to fix it, maybe save editing works.
