That is 8 with Super-Amani at minimum. Why would I ever invest so many envoys in a city state I don't intend to keep alive for its bonus? If this mod would keep the city state (even when annexed) within the city-state menu (so that it keeps giving its bonus without accepting any envoys) then and only then would this make this mod viable.
Good bonus: many envoys, won't be annexed
Bad bonus: would be annexed - but would never receive envoys.
Since you subscribed RAFOU you should recognize I'm the author now. And I can't believe you thought Lord Tully was an author instead of a playable leader. There's of course no such thing called "Tully's annex city-state" mod because it is an ability of Lord Tully in the package.
Anyway, still glad to provide you some inspirations and lua references.
But I would like to correct you on something as well. As I myself recently figured out, you can use "include" and "cache base function" method to add new functions to existing UI, including adding buttons without totally override the original file, thus be possible to be compatible with other UI mods. If you are interested in this you can PM me.
Levying a city-state does not make you own their units, but instead gain control of them briefingly. You cannot form corps / armies with them and you cannot delete them. After several turns the city-state will regain control of them.
