The additional buildings are placed on pedestrian exits. You can therefore place them at any exit of this building that can be connected to a pedestrian path.
In the list of mods you will find the different extensions offered by Raysione.
It's up to you to choose which ones you want to add...or not.
You just have to "stick" the extension so that it sticks to the pedestrian exit of your choice.
And when you click on this pedestrian exit, you can see the added extension.

Проблема в том что в самой игре не видно описания проектов, что приносит свои сложности тем кто хочет реалистичности.(( Не плохо бы договориться сообществу делать на видимой из игры заставке флажок или герб гос-принадлежности, или прописывать в названии нацию, город в названии? И год начала постройки - это возможно?

The elections and transformation of 1989 changed everything - people, the system, but the Palace stayed. Many people demanded its destruction, as the final and symbolical step in the rejection of socialist and foreign influence. Why this step was never completed?
Let's start with some historical context: first of all - the location. Even before starting construction the building site was a massive ideological strike into the heart of Warsaw - it was carefully chosen to be visible from all directions and what is most important - took place of the former Polish and Jewish bourgeoisie districts (remnants of those filthy capitalists) in the very middle of the city (as of Wikipedia - for which it was necessary to demolish 170 old buildings, or rather what was left of them after the war). All in all - PKiN (Pałac Kultury i Nauki) took a devastating toll on historical architecture of the city and completly changed its arrangement, as many places where never reconstructed, and new ones oriented at the new center - the Palace.
