So i fixed your boat and the main problem was steam condenser overheating so I fixed your cooling and other thing that was at least in my personal opinion not working at 100% were pumps which i changed to constant on in addition to that you can connect fluid valve on/off to the threshold gate and set min threshold to 9 and high threshold to 9.7 to release the pressure and avoid boiler from exploding.

So long as you have pressure you will be fine, just make sure your coal and water are there.

Is there a specific boiler pressure amount it has to build up to. I can only go for a little bit before the pressure drops, and I get seem to get it to go back up
