It's not redownloading itself, its just the regular check of the Workshop (conecting to the Steam Workshop service, then refreshing the list for updates/new mods you've downloaded and then finally activating only the mods you've activated via menu)
It's like 5 min wait (or more depending on your perfomance), but if you really want to play right off, you can go to: \Steam\steamapps\common\Left 4 Dead 2\left4dead2\addons\workshop then copy all the .vpks you want to be loaded first and put them in the addons folder.

Would you kindly share this beautiful add on download link in the desc since using the workshop is a pain and all. This is a very good add-on and I don't want it to always keep on redownload itself everytime I launch l4d2 :c

As far as I know, the lens flares were implemented for game mechanical reasons, so that the player spots danger quicker as soon they see light getting casted their way.
