I am having the same issue, although I am running Radious and WU.

The buff all does not work for me as well.

I am not sure what the issue is, but I found that when I use the "Buff for all" mod instead, everything works fine. There may be something small wrong with this one?

It mainly depends on mods list for it might not work. Any overhauls that you are running?

Is there any needed order I should place this in? Because it is not changing anything.
