The AI's ability to do anything in ACOT is insanely bad. They just suffer eons behind. I swear, every time an AI first gets the Delta reactor, I'm already halfway through the Alpha tree.
And yes, the event fires once so you have to take the research agreement or embassy again to repeat it.
Aside from that issue it's a great mod.
To get an event you have to propose an agreement to AI and it has to accept it, so existing research agreements aren't valid
Wanna test for me if it is working properly? I can't because i haven't played this mod yet and i don't have any saves.
