It might. There's also the No Overwatch Lockups mod that removes most of them.
No WOTC mod does.

The body's will still be slow but the firing rate is faster - this is acceptable, I would recommend changing this value as a workaround.
I set mine to 1.41
the default is 0.66
If you look through comments above, there might be a way to achieve the same thing by editing config.

If the version number says 1.22 then you can.
I'm not aware of that method. If removes the slo-mo just as well, than that is preferable, since it'll work even without Highlander. I don't intend to invest any effort into investigating it either way, though.
