Sadly the answer is "no" or rather "not easily, at least not without some rework".
Haven't worked on this in quite a while, but as far as I remember, the speed buttons being crossed out is quite tightly coupled with the forced slowdown.
A threat notifier mod might be a good idea though, at least in conjuction with No Forced Slowdown. Hm...maybe something that, for example, puts a red border around the screen...
I tested it just now again to make sure I didn't forget to upload the changes, it works fine on my end.
If it doesn't work for you, please post a HugsLib Log (CTRL+F12) so I can look into it. :)
Can't say whether it is fully compatible, as I only did a quick test, but it did stop the game from slowing down.
...it's rather funny that you can actually disable forced slowdowns using the debug console btw. Really didn't know that until now pretty much. If there's more incompatibilities I'll just rewrite the mod to use that debug function instead. Though it would probably not offer the same options as previously available. Hm...
As the new way targets two rather specific methods, it should not cause new incompatibilities, unless those two are modified in the other mod.
You could try running only No Forced Slowdown (and Harmony, it required) and see if the game launches with just those two.
If that WORKS, try adding on half the mods you had active before and see if it launches.
If it does, remove all but No Forced Slowdown (and Harmony) and add the other half of your mods (keep in mind dependencies of course).
If you encounter the issue using one half of the mods, break it down further, take half of those and so on.
It's a lot of work, but you can narrow down which mod might cause issues that way.
I'd assume that mods which add functionality, especially if they change how game speed is handled, are the "most likely" to be an issue.
If it doesn't work when you ONLY have No Forced Slowdown, then ... we'll have to see further.
Which version do you run? 1.3?
DLCs? Only Vanilla? Royalty? Ideology?
I mainly just applied a small fix for 1.3 to the mod and reuploaded because it is one of the mods I can't play without and as I wasn't sure when the original author could get around to doing so.
Overall I'm happy to see people contribute translations and will add them (after doing a quick google translate check, just to be sure; don't want to add anything "unfitting" to a mod that's not mine).
But as I will discontinue this mod when original mod gets updated - as in, I will put a note on it and hide it, but not delete it - I can't promise that the translations will make it into that as well.
Long story short:
No-one asked yet, but feel free to make a translation!

for some reason smart speed is allowing forced slowdowns even though Im disabling it so Im using it with this mod to fix it
There appear to be multiple mods that offer higher speed.
Will have to see what the incompatibility is to be sure if it can be solved.
Currently I don't see any immediate problem that should prevent it, but it all depends on their implementation for the higher speed.
Please provide a HugsLib-log (CTRL+F12).
Of course, can't make any promises on whether it will be added to the original mod if that gets updated.

From some short testing I saw no problems between RocketMan and this mod in 1.3.
If you experience any, please let me know.
