If you have ArcCW, select an ArcCW weapon from your spawn menu and open your context menu (default C) to open the customization menu.

it would be nice if you could actually flip up the magnified scopes to increase, decrease magnification of the scopes but anyway..nice job

Oh, well that's something the gun would have to have. Like the AK in GSO has a mount like that, but you can't just add a mount like that to the sights, that's not how that works.
