Thanks for your answer. It is most likely a mod conflict as I'm running 244 of them.
Just wanted to let you know in case it is more common :)

The only assumption I have is that you have no Portugal DLC enabled and I have not added dependency. If you own all DLC then it is probably mod conflict.

This is preventing me from starting the game, it gives me the "one of your mods prevented the game from starting" error.

I run all your leaders though, this is the only one being a problem for me.
