Well the original author described it as based off GTA 3 but I guess it's up to interpretation.

This map doesn't have drivable cars. There is a different workshop item that has that feature.

To get into the map you have to subscribe to it, go into the Workshop Menu in the game, and select it (name is ws-GTACity or something like that). If you're on Mac or Linux (idk) then you don't have the workshop yet.
