Now that you know the problem, you need to do some operations. This mod has an AB+version. Just subscribe to the mod and copy the image to change the name, and your character will have clothes... But you must pay attention to the location of the ears of different images, and do not overwrite the wrong ones.

Couldnt find it for a while, but I found it eventually in Steamapps folder within the Steam folder. I deleted the folder 2565271574 like you said, but the problem still persists... I legit dont know what else I can do to make it work... :(

My recommendation would be to delete the workshop file from within Steam's directory itself. Steam (whereever you have it installed) > workshop > content > 250900 (Isaac's Steam ID) > 2565271574 (This workshop's own ID)

So I went back to check it thoroughly guys and made it so I had no mods, no other interferences with this mod, and even reinstalled it for the fourth time and this problem STILL persists. :(

That just sounds like the entire mod isn't getting its code fully loaded, of which handles all the costumes and charm tears, etc etc. Either reinstall the mod or disable other mods that might be interfering.

Oxy has no slowing ability when he gets hit, no charm tears, nor clothing.

As for Tatined Oxy, its just a normal isaac with a skin of T. Oxy.
