@Abba483761 Yes, it was meant to just be an animal pelt headgear cosmetic item akin to the K-9 Mane or Bear Necessities. It was meant to be part of a winter/hunter pelt coat set.

What people perceive it to be or what people think it was intended for is their business I suppose
