The detailed help currently shows Chieroballista.
Techs can scale in a number of ways, of interest here are Percent and BasePercent.
BasePercent modifies by a proportion of the base total, meaning that yes, getting 10x 10% techs is +100% to the base value.
Percent instead modifies by a proportion of the current value, and is used by levy and conscripts. Therefore, the final training time modification is given by 100% * 0.8^12, which ends with units training in about 6.8% of their original time.
I use also a second tech (triple tech mod), allowing me to research 3 times each tech.
Problem : if levy and conscript are at -20%, then having research all tech (6), it should get ti -120%... so I suppose the units are created before I click the icon?

By the way, for the people that says that this mod doesn't work, you need to change the in-game language to english for it to work.
I hope you update the addon when the devs balance the game again.

There's a couple of other places that need checking - the animation data, for units that attack more than once per animation (which do double the damage shown on the interface in-game, such as the chu ko nu, fire giant and heka gigantes). Come to think of it I didn't actually check these beyond the chu ko nu, and a quick hacky script to parse all these turned up nothing new.
The other place is the victory condition script, which is in Age of Mythology\trigger2\version 2.4\basicvcnomain.xs. This file includes extendedmechanics.xs in the same folder and is responsible for some tsunami damage and qilin healing.
That said, I'm not quite sure why behemoths deal 50% more damage than they apparently should. That one is a bit of a mystery, hopefully I'm not missing something that affects other units too.
