if they are set to respawn they will do that anyway, just at a later date

And if it's placed later in your load order, it should effect all previous mods in the load order
It will work for custom dungeons, however will not work for named beggars, however if a mod has added a respawning "beggar" npc that isn't a set character and is set to respawn they will.

Named NPCs will still not respawn, however things like Whiterun guards will respawn faster, so as long as you don't kill named characters you can go on more frequent werewolf rampages!

I've just had a quick look at the code, and the animals should respawn once they are killed, have you checked they aren't spawning somewhere else, and just moving to where you usually see them?
