Ah, no worries. I was just playing late-game at max level on Historic, I noticed the normal units were devastating but my lord with the same unit type would still get whupped!

Skill dump bonuses don't apply to the hero's unit. Not sure if this is bug or not.

Now it works with agents. Only if they embeded to General/ Hero
