My idea - scenario for a potential Izumi's mod:

I know Angels with Scaly Wings is mostly about dragons and dating dragons. Lately I'm starting to feel a bit nostalgic - I'm starting to miss dating humans in the game.

The only person you could possibly date is the antagonist Reza and Otomo Izumi, who plays either the protagonist or the killer just like him.

As a man and a lover of good/neutral characters, I lean towards Izumi. Unfortunately, it's almost impossible to encounter her during the investigation, except in the basement where you go with Sebastian and Chief Bryce during the second investigation.

If I'm not mistaken, after the fourth investigation, Izumi will stun you and take you to her hideout, where she will explain everything to you. This is where the eventual romantic adventure could begin.

I don't think Izumi fully trusts you as a human ambassador until now - you'll have to convince her that you don't care about the human world anymore and that you'd rather do everything to save the dragons from the comet, just like she wants. At the same time, I would give her the blueprint of the underground building - that could be the key to unlocking the first date with Izumi that would take place the following day.

The date would involve questions and getting to know each other - to make it more interesting, you need to win her trust during this date. That's why you shouldn't ask her more questions than she asks you.

In addition to personal questions, there could also be some biological questions about plants and animals - if you convince her that you, as a biologist, have a lot of knowledge about this field, it might impress her.

Condemn human impacts on the environment, stand up for renewable resources and endangered species of plants and animals - this will convince her that you don't care about humans anymore.

The date definitely won't end in the bedroom - don't try to kiss her - she trusts you now, but there's still an assassin to defeat.

During Big Fireworks (the second date) invite Izumi to your apartment and plan to defeat Reza. Take a backpack with you, and put a long rope and a fire extinguisher in it.

Both of you then go towards the portal and the underground building. Go in first and talk to Reza until Izumi appears behind him with a fire extinguisher - she will spray him and Reza won't be able to shoot.

Then tie Reza with the long rope you have in your backpack. After he's tied up, take him to your apartment and take him to the police station the next day.

The second day at the police station will count as the third date, where you will have to convince Bryce that Izumi is innocent and that she was trying to help you find and defeat Reza.

Try to convince Bryce that the human person you met in the basement during the second investigation was not Izumi, but Reza - to convince him, you must not say that the person is not Reza during the second investigation after Izumi escapes from the basement.

To make your argument as short as possible and at the same time most convincing, tell Bryce that after the fourth investigation you sent a message through the already repaired portal to send reinforcements in the form of Izumi to the dragon world. When Bryce asks who repaired the portal, answer by asking who damaged the portal. Maverick confesses that he was the one who damaged the portal. When Bryce asks again who fixed the portal, allay his suspicions by promising that you and Izumi will find out.

Say that until the last moment you were convinced that you and the police would find Reza without help, but unfortunately you ended up losing faith in the dragon police and decided to ask humanity for help.

Losing faith in the dragon police will disappoint Bryce, Naomi, Maverick and Sebastian for a while, but eventually they will admit that reinforcements were needed. At the same time, all dragon police officers will feel useless and incompetent.

Now, neither you nor Izumi are in danger of arrest, but it would be polite and moral to try to restore the dragons' confidence. Tell them that even though you were forced to ask humanity for help, you consider their work and merit to be respectable. Tell them that it was because of them that you understood how important the job of a police officer is. Tell them that without them, the world would be in anarchy.

After you have reconciled with the police, it is still necessary to change the trajectory of the comet so that it does not touch the Earth.

With the police and Izumi, visit Minister Emera and convince her that, according to the human PDAs, the moon will pull the comet towards Earth with its gravity, and that it is necessary to use the generator from that underground building to divert its path.

Before that, tell her everything you told the dragon cops about you and Izumi. The end of the third date. The passionate adventure in the bedroom will happen when you return with Izumi to your apartment.

I can't seem to get the mod working, theres no option to go on a date with katsuharu on chapter 4.
