The other mod wasn't working well for me (even on high spawn rate, very little to no cars would spawn). I suspect it was because it wasn't removing the cars from the loot tables entirely.
For a more technical explanation, the original mod was changing the spawn rate data (setting spawn chance to 0) for every vehicle, while this mod completely removes all spawn rate data from the loot tables for each vehicle (setting it a null). Tested both of these separately to confirm before uploading it to the workshop and this change made it work much much better.
