Make sure that Airplane Plus is installed in C:\Program Files (x86)\Steam\steamapps\common\Kerbal Space Program\GameData. It won't work if you extracted it to the plugins or plugindata folders. I had the same problem, but that was years ago, so I don't remember what I did exactly. Try making sure that AP+ is in the GameData folder?
