Only issue(s) I've found in months of use are that:
Standard Mechtech ignores the 1x Signal Chip requirement
High Mechtech ignores the 1x Powerfocus Chip requirement
Wastepack Atomizer ignores the 1x Nano Structuring Chip requirement
Not a big deal, since if it's easy enough to limit yourself and "study" a chip before starting the research, but it's worth noting.
Doesn't ignore techprints, though. Not sure about mods, haven't found any techs that should require some additional item or techprint and are bugged.
