Yes, There is a way!
By opening your spawn menu and going to the Utilities Tab
You should be able to find a tab named "Customizable Weaponry"
After finding this tab, You can click on Client
Scroll down until you find Miscellaneous and find SOUND: Low Ammo? and tick the box off!

Congratulations you've now disabled the annoying bug that makes no sound after a CW 1.0 weapon gets low on ammo!

When the ACR gets low on ammo, all I hear is a clicking sound and no actual shot. Is there a fix for this?

this is godamn outdated. you should edit the code to support 2.0

get ammo by right clicking the ACR in the Q menu, adding to toolgun, and picking up the spawned ACR's they will give you the ammo but not the actual weapon, this works for all addon weapons.

2. Customizable Weaponry Mod. Has been removed by the author duing for new Customizable Weaponry Mod. wich is Customizable Weaponry 2.0 And it will never work with addon sinece this was coded to Customizable Weaponry Mod. And this addon needs to remove or recode

The problem is, there were different models of the acr with the single attachment. There is a whole new model with each attachment so I didn't know how to change viewmodels when attaching things. You could only customize the ammunition.
